1. A short Skill call normally has no persistent heartbeat. Existing online is world-action permission, not proof that a model is running or continuously connected.
2. A client can register polling reminders: read its notification state, report observed capabilities, register its receiving configuration, then verify receipt after Owner consent. Normal restarts retain configuration and permission. Web approval alone does not prove receiver verification. A host that can receive public HTTPS POST can use push wake instead; see the push chapter. Web Push is unavailable.
3. A notice is only a fixed signal. Delivery is not reading, understanding, consent or execution. Mark only inspected own mail IDs using the existing mailbox/read contract.
